Reference: My last letters dated 24/11/2019 and
19/01/2020 on the subject
addressed to you.
In continuation of my letters under
reference, the following further notes of assistance may kindly be put up to
the appropriate Court dealing with the subject case.
In the Court
dealing with CA case no. 4235/2014
1. In
my last letter dated 19/1/2020, I mentioned about the masses being
initiated to cricket betting openly by the celebrities including present BCCI
President through games of speculation like Dream 11, my 11 circle, 11 wickets
etc. But given the present scenario, these games themselves become a big fraud
on the millions of participants, and hence a massive public crime. And yet
these are being openly advertised round the clock by the celebrities of the
society.
If cricket were fair
and competitive, probably there was nothing wrong with these games and their
business models. But as it stands established scientifically and publicly beyond
any ifs and buts for years, the game of cricket is not competitive and is
pre-scripted/ fixed by large. There have to be some people who would know in
advance the scripts of the matches to unfold. For such matches, such people
could create teams by themselves or through their agents and enter into various
contests of Dream 11, my 11 circle, 11 wickets etc. They would win the prize
money out of the pool created from entry fees paid by hundreds of thousands of
participants in various contests. So the competition ceases to be fair for the
participants as portrayed, implied, and advertised, and becomes a fraud for
them and on them. Therefore it becomes imperative for the Hon’ble Supreme Court
to intervene and order Stay of games like Dream 11, my 11 circle, 11 wickets
etc. forthwith, or issue necessary notices for the purpose.
2. In
my last letter, I had also mentioned about multitude of tipsters like Cricket
Insider now being fearlessly active on social media and very openly announcing and
showing fixing of cricket matches across the globe. I would request the Hon’ble
Court to recall how Sh. Vinod Rai, Head, COA for BCCI had gone back on his
words after having promised us in the meeting on 17/7/2018 that he would be
recommending investigation of the Cricket Insider to the Hon’ble Supreme Court.
That one single act could and would have stemmed the rot long ago, but alas!
that was not to be. For more than a couple of years, one Cricket Insider was
ensuring through his tweets that no one with slightest common sense should have
any doubt about the cricket being by large/ totally fixed and pre-scripted. Today
there are n number of such tipsters, who demonstrate time and again, in fact
24x7, that they knew scripts of matches in advance. They have to be the agents
of the betting mafia to know the scripts in advance, and to trap the
punters/bettors as has been explained earlier by me and as was brought out in
the WP (C) 1163/2017, and in my book ‘Bettors Beware’ even before that. Through
these tipsters, everything about cricket being institutionally fixed and
scripted gets more and more reinforced, though any reinforcement has been
redundant after the contents of the above petition stood vindicated at a
platform not less than Supreme Court of India about two years ago. Today
through these tipsters the institutional fixing of cricket is getting announced
too loud and clear round the clock, and yet everyone concerned is acting deaf,
dumb, and blind. That is simply inexplicable for the human race.
It will be
interesting and eye-opening to have some glimpses of open posts by these
tipsters on social media. While, not being aware of betting terminology and
various nuances of cricket betting, the Hon’ble Court may not be able to
appreciate the full meaning of these posts, it should suffice to understand here
that these posts are meant to tell the cricket bettors, in advance, the result
of a match or whether the runs being offered by bookies in a set of overs (session)
will be scored or not etc. Accurate information
is provided initially to win over their confidence and make them regular
clients/customers for future matches. Later, they purposefully give wrong tips often
to make the bettors lose. Wrong tips are given in the open also at times to
sustain the camouflage. Overall the tips are so given that at some point the
trapped bettors following these tipsters lose heavily. After losing, the
bettors get more and more entrapped in the
quagmire in desperate attempts to recover lost money. These
tipsters are in effect openly and directly acting as marketing agents for the
betting mafia. The fixed and pre-scripted matches remain at the core. I
reproduce some of the posts from some tipsters for kind perusal of the Hon’ble
Court and for the record.

These are only a few
glimpses out of hundreds and thousands of such posts going-on on social media
24x7 that today openly and summarily ridicule cricket, BCCI, ICC, and all the
law enforcing agencies in India and the Indian government. These tipsters give tips
not only about match results, but also about how many runs will be scored or
not scored in particular sets of overs, and when wickets will fall or how match
will progress. They trap the punters and keep them trapped by giving amazingly
correct tips at times and grossly misleading and wrong tips at other times. For
that they have to know the scripts beforehand and for that matches have to be
fixed and pre-scripted. This is what was reported years ago by media quoting
police, as documented in my book ‘Bettors Beware’ and the writ petition (civil)
1163/2017. Then such tipping was done surreptitiously, now it is being done in
the open – not by one or two but by tens or may be hundreds of tipsters. I
shall request the Hon’ble Court to kindly just go through the synopsis of the
above petition 1163/2017 once again (same is attached herewith for ready
reference).
Are these tipsters
not liable to questioning by law enforcing agencies as to how they claimed
matches to be fixed and what were their sources to know the scripts beforehand?
Purposeful and intelligent questioning of these tipsters alone would lead to
unearthing of the overall modus-operandi of the biggest known and established
public crime of all times. Their brazenness suggests that backing of the powerful betting mafia provides them a
feeling of security - a feeling that no one would touch them; rightly so, Mr
Vinod Rai having failed to act even after promising otherwise, police having
failed to act even after acknowledging my specific complaint in this regard two
years ago (recorded and documented in my submissions made to the Hon’ble Court),
and the Hon’ble Court also somehow not causing any botheration to them so far, not to mention of the government and other law
enforcing agencies.
3. While
very recently coming across news of alleged molestation of girls at large scale
in Gargi College in the national capital while police and/ or other security
staff stood guard, I wondered whether it was not something similar to what has
been happening to cricket and cricket fans; the differences being:
a)
Gargi College episode is just an allegation
as of now (though the allegations by very nature are likely to be true), while
what has been happening to cricket and cricket fans is something well
established and open.
b)
The scale of crime in case of cricket is
thousands times more, and implications of same are beyond normal comprehension
and knowledge.
c)
The alleged molestation of girls took place
when police/security staff was standing guard; the crime in cricket is not only
continuing unabated but prospering more and more despite full knowledge of the
Hon’ble Supreme Court for more than two years, not to mention of ICC, media and
country’s establishment being well aware of same for many more years.
d)
In this case, many girls of a college were
at the receiving end; in cricket hundreds of millions of the cricket fans and
tens of millions of cricket bettors have been at the receiving end.
And there may be some more differences.
4. While
sincerely assisting the Hon’ble Court in the subject matter, I request it to
kindly ponder over the above judiciously and do the needful as anyone would
expect of it. The Hon’ble Court must bear in mind that despite all its might it
will be answerable to posterity just
like media and all other authorities that have been facilitating the colossal
crime by shunning their duties for more than 7 years now.
